Jaska is... petite. That's the easiest place to start. He stands barely above 5'4, and that's with the curly hair... so really, he's probably shorter. And he's built like it, too. Small, slender, and rather androgynous in appearance, he'll confuse some people from a distance.
Despite his rather fragile looking appearance, Jaska is hardier than he seems. He had a rough start to life that lead him to have a knack for survival, for clinging onto life in even the worst of situations. He knows how to fight, and fight really well... and given his disadvantage of size, he's not afraid to fight dirty either. He's agile and quick, and knows just where to hit, it seems, and is surprisingly tireless in both his running and fighting.
You would think him a poor courier or scout, being so small, but his size means he's been able to tuck away from danger when needed, and sometimes go entirely unnoticed. He's nimble and quiet on rough footing, able to move unseen through darkness. He's clearly spent a ton of his life outside, and is most comfortable there. If he Impresses, he will be one Rider unpeturbed by the rough living quarters.
One thing about Jaska though is... well, he looks a little beat up. Or a lot, really. He's absolutely covered in scars now-- from his past, from his time running around barely inhabited areas, and from the more recent attack which cost him his life, and his poor dog.

Jaska is on the surface a very calm individual. You get the sense that he's seen a lot of things in his life, and is unruffled by the worst of them. That's... partially true, anyways. He's seen a lot of things. He accepts a far wider range of terrible things as "normal"... but that doesn't mean he hasn't been effected by them.
Being a first-hand witness and victim of a lot of violence, Jaska will go out of his way to avoid it. He's always soft spoken, takes up as little room as possible, and tends to try and disappear in a crowd. He'd prefer to avoid crowds altogether though, if we're honest. He prefers quiet, calm atmospheres and can become jumpy or waspish around areas that are too loud or boisterous. He actively avoids "alpha male" types, becoming obviously uncomfortable and tense when approached by someone who is both an extroverted personality and physically imposing.
Given his background and consequent history, Jaska is a bit skewed on how he views things. He can seem pretty callous for someone who's been through so much. But he's just the type of person to accept that bad things happen, and either you make it through them... or you don't. He's very much someone though, who believes in the cyclical nature of things-- he knows that there's really terrible times that eventually give way to better ones, then good times that crumble to worse things. This means he can also come off as rather pessimistic, as he believes when things are going well, that it's all going to be taken away soon anyways.

Jaska's beginnings were rough, and there his story almost ended. Born to very bad parents, Jaska received little care once be was past the cute baby stage, and became more demanding. Luckily, one of his siblings took him under their wing, but as he got older started to convince him to leave as the sibling themselves had no intentions of sticking around long either. They eked out a living, trapping small animals. They lived in a startup cothold, surrounded by wilderness, and that wilderness became Jaska's home and playground and means of surviving. Some of his other siblings, all "proper" good boys would make a point to make sure any threats to what little they were given by their parents was given only to them, and not any of the "less desirable" siblings. There was no loyalty in the family, just a lot of resource guarding, and so Jaska got in more than a few "fights" with his older brothers if he ventured too close to the house.
When a caravan was going to head out to Landing, Jaska was put on it by his guardian, and sent away. He's never looked back.
He spent his first few months just recouperating and adjusting, even being told he could keep one of the stray pups that sometimes were found wandering the streets-- and he apparently had a good eye for it, his pup growing big and strong even as he healed.
His survival skills earned more than a few looks from those at the Hold, and with tensions among the Holds and Weyr rising, it was determined he'd make a good scout as he could hold his own in rough areas for awhile. After three turns of apprenticing under a more experienced person, the situation became dire enough that he was sent out on his own more and more often to keep an eye on things. Luckily, with his hound at his side, Jaska was able to deter or escape most nasty situations.
Of course, that wasn't always the case, and after a particularly close call, Jaska decided to ask for help on his journeys from a group of sellswords. After hearing what he needed, and getting to know the young man a bit more, Taro was assigned to him, and that was that.
Their partnership extended a little more than just the few sevendays he'd expected, the two working well together and getting along well. Despite several turns of smooth sailing-- an angry dog and a rather imposing mercenary was enough to deter most bandits. But not all. A particularly violent group set upon the trio for what supplies they had, and in the struggle Jaska was severely wounded, losing his eye, and his poor dog in the attempt to defend him as he bled out didn't survive the violence.
Luckily, Taro was able to get him back to the hold on time. After that though, enough was enough. Hearing of this new "Green Star", he decided he'd rather deal with a hostile wilderness than hostile humans, and he managed to convince Tarovir to follow him there as well once he was healed up. He joined the new settlers as a scout again, this time charting truly unfamiliar territory. He does his share to bring back useful things or information on all his forays, though Tarovir would probably like less of them, but Jaska seems happy to find new things and places despite the ever-present danger.
Once he settled into the new Weyr, acclimating to the politics and new terrain, Jaska was quick to put some money down for one of the new pups being born. ... Unfortunately, things were not as peaceful as first assumed when some of the strange beasts outside of the valley actually attacked the Weyr. He's leery of that development, but not about to call it quits just yet, not as he just started to get settled in again.
